In the year two thousand and TWENTY TWO, on the EIGHTEENTH of MARCH, at EIGHTEEN hours and THIRTY minutes, the Municipal Council, duly convened, met in public session, under the chairmanship of Mr Olivier de CONIHOUT, Mayor.

Adoption of the minutes of the previous meeting

The minutes of the previous meeting, sent in advance to each member of the Municipal Council, were adopted unanimously, there being no observations.

 

For budgetary matters, the Mayor hands over the chair to Mrs GAUTHIER-DARCET, Chairwoman of the Finance Committee.

2021 Income Statement

Mrs GAUTHIER-DARCET reminds us that the management account represents the rendering of accounts by the accountant to the authorizing officer. It must be voted on before the administrative account.

Having been presented with the preliminary budgets for the 2021 financial year and the related amending decision, the final accounts of receivables to be recovered, the details of expenditure incurred and that of the warrants issued, the vouchers for receipts and warrants, the management account drawn up by the Receiver accompanied by the development statements for third-party accounts as well as the statements of assets, liabilities, receivables and payables.

After ensuring that the Receiver has entered in his accounts the amount of each of the balances shown on the balance sheet for the 2021 financial year, that of all the titles issued and all the payment orders authorized, and that he has carried out all the operations of order that he has been instructed to enter in his accounts.

Considering that revenue and expenditure transactions appear to be regular and sufficiently justified, Mrs GAUTHIER-DARCET presents the 2021 Compte de Gestion to the General Meeting, which is identical to the 2021 Administrative Account.

The Municipal Council (the Mayor not taking part in the vote) after deliberation, unanimously :

  • APPROVES the Municipal Treasurer's Compte de Gestion for fiscal year 2021.

This management account, approved and certified by the authorizing officer, does not call for any observations or reservations on his part concerning the keeping of the accounts.

 

2021 Administrative Account

The Commune 2021 Administrative Account, presented by Mrs GAUTHIER-DARCET, shows the following results:

            Expenditure: €355,027.77

            Surplus: €109,030.87

 

            Investment section

            Revenue: € 296,699.57

            Expenses: €105,643.75

            Surplus: €191,055.82

The accumulated results to be included in the 2022 budget are therefore as follows :

The Municipal Council, having deliberated, Mr de CONIHOUT, Mayor, not taking part in the vote:

  • APPROVES the Commune 2021 Administrative Account.

 

Appropriation of profit

 

The Municipal Council, meeting under the chairmanship of Mayor Olivier de CONIHOUT, having adopted the administrative account for the 2021 financial year, the results of which, in accordance with the management account, are as follows:

  • Operating surplus of €246,041.79
  • Investment surplus of €87,677.89

The Municipal Council, having deliberated, unanimously :

  • DECIDES to appropriate the 2021 results to the 2022 budget as follows:
  • Cover the financing requirement of the investment section by voting the sum of €120,000 to account 1068 "Capitalized operating surpluses".
  • Account R002 "Operating surplus carried forward" €126,041.79
  • Account D001 "Investment surplus carried forward": €87,677.89

Budget Primitif 2022

The Finance Committee met on December 10, 2021 and February 18, 2022.

HAVING REGARD TO the agreement of the Dieppe Municipal Treasury dated February 17, 2022,

The 2022 Budget Primitif, presented by Mrs GAUTHIER-DARCET, is balanced chapter by chapter, for the operating and investment sections, in revenue and expenditure, the 2021 Budget Primitif being as follows:

            Ø Operating expenses: 614 431.79 €uros

 

            Ø Operating income: 614 431.79 €uros

 

            Ø Capital expenditure: €656,567.24

 

            Ø Investment income: €656,567.24

 

The Municipal Council, having deliberated, unanimously :

  • VOTED the 2022 Budget Primitif.
  • ADOPTS the Budget Primitif balanced in expenditure and revenue at €614,431.79 in the operating section and €656,567.24 in the investment section.

 

Budgetary matters having been dealt with, the Mayor resumed the chair for the remainder of the meeting.

 

Municipal grants 2022

 

The Municipal Council, after deliberation :                                        

  • DECIDES to award the following grants to the Associations, namely :
Primary School Cooperative 700.00 €
Nursery School Cooperative       700.00 €
Club Caprimont 400.00 €
Intercommunal Library      500.00 €

JUBILEE Association 150.00 €
Marakana Association 500.00 €

Two associations have applied for exceptional grants for 2022:

  • Association des Anciens Combattants: €1,500 (organization of the 80th anniversary commemorations)ème anniversary of the August 19, 1942 raid)
  • Association Marakana: €2,500 (organization of a musical evening and the "Sur les Chemins du Phare" festival.

The information was sent to all Board members by e-mail on February 24. Comments and suggestions were invited by Thursday, March 10.

It was proposed to grant the two associations the equivalent sum of €1,500 as exceptional subsidies.

Beach Watch services for the 2022 season

MOlivier de CONIHOUT, Mayor, informs the members of the Municipal Council that the Service Départemental d'Incendie et de secours has renewed the beach surveillance operation for the 2022 summer season. The cost of beach surveillance for the period from July 03 to August 29 in 2021 was €12,762.93.

The proposal for summer 2022 is estimated at €13,000 for the period from Saturday July 2 to Sunday August 28, 2022.

The Municipal Council, after deliberation, unanimously :

  • DECIDES to renew beach surveillance for the 2022 season by the Service Départemental d'Incendie et de Secours for the period from Saturday July 2 to Sunday August 28, 2022, i.e. 58 days, for an estimated amount of €13,000.
  • INSTRUCTS the Mayor to sign all documents relating to this operation.

Voting on the property tax rate on built-up properties

VU the French General Tax Code, in particular articles 1379, 1407 et seq. and article 1636B sexies relating to local taxes and the setting of tax rates;

Councillor Brigitte GAUTHIER-DARCET reminds us of the three tax rates for 2021:

Council tax: 14.15 %

Property tax: 48.78 %

Taxe Foncière Non Bâti : 42.68 %

The Municipal Council, having considered the proposal, unanimously :

  • DECIDES to set local tax rates for 2022 in accordance with the table below:

Expenditure charged to account 6232

The Mayor explains to the members of the Municipal Council that the Principal Receiver has invited all local authorities to detail, within the framework of a deliberation, the sectors of expenditure charged to account 6232 for the year 2022.

The municipal council, having heard the Mayor's presentation and after deliberation,

DECIDES with ten votes in favor and one abstention that the following expenses will be charged to account 6232 "Celebrations and Ceremonies":

  • Expenses related to various public communal ceremonies (flowers, aperitifs, weddings, births, burials, greetings, communal celebrations, official or commemorative ceremonies, etc.),
  • Expenses related to end-of-year celebrations (seniors' meal, children's Christmas...),
  • Expenditure on public and general ceremonies and events.

 

Project management agreement for the Vasterival valley staircase renovation project

Under the terms of an agreement, the Syndicat Mixte du Littoral 76 (SML76) will be responsible for repairing the staircase on behalf of the commune, within the framework of the repair and rehabilitation work contract available to the SML76 for the maintenance of the coastal structures under its management.

This agreement is granted free of charge by SML76.

The work is carried out in accordance with good engineering practice and the technical specifications defined by SML76, which constitute the work program.

The municipality reserves the right to make observations at any time concerning the progress of the work. SML76 undertakes to give the commune and its representatives free access to all information concerning the operation, as well as to the worksite (in compliance with safety regulations).

Project management (design, supervision and acceptance of work) will be carried out by SML76.

The SML76 will take care of requests for traffic on the Public Maritime Domain, as well as filing the simplified NATURA 2000 impact assessment form.

At the end of the operation, SML76 will present the municipality with a summary of the expenses it has paid for the operation, stamped by SML76 and certified by its accountant (amounting to €25,488.05 including VAT).

The commune undertakes to reimburse SML76 for all expenses incurred in connection with the operation.

An agreement will also be drawn up with the commune of Varengeville-sur-Mer to give each municipality a firm and irrevocable undertaking to pay half of the total cost of the project, including VAT (after deduction of any subsidies granted), it being clearly established that the commune of VARENGEVILLE SUR MER will pay the commune of SAINTE MARGUERITE SUR MER this sum as soon as the funds have been called up by our commune.

After deliberation, the members of the Municipal Council unanimously decide :

  • To agree to the signing of an agreement by the Syndicat Mixte du Littoral 76 for the renovation of the Valleuse de Vasterival staircase;
  • To agree to sign the agreement with the commune of Varengeville-sur-Mer for the payment of half of the total amount of expenses incurred, all taxes included.

 

European Leader Fund grant application - Creation of a medical practice

Following Mr. VENIANT's presentation, the work planned for the creation of the medical center could be eligible for the Leader Fund.

The Mayor is seeking the Council's approval to prepare the application.

After deliberation, the members of the Municipal Council unanimously agreed to submit an application for a grant from the Leader Fund.

 

Commission communications

  • Work on the Town Hall

Following the estimate drawn up by Mr. BOUDET, architect, companies have been asked to provide quotations (start date: Monday February 28, 2022, end date: Tuesday March 15, 2022 at 12:00 noon).

A meeting with the architect is scheduled for Thursday March 24 to establish the choice of contractors.

  • Community Life Commission

The committee met on Monday March 14 under the chairmanship of Mme DEPREUX.

Communication Commission

  • Newsletter Marguerite à la P(l)age

The Communications Committee informs Board members that the next newsletter will be published in week 12. In view of information concerning events at the beginning of April, distribution should take place before Friday April 1.er April 2022.

Commission Communale des Impôts Directs

At the request of the Tax Department, the commission met on Friday March 18, 2022.

The following were present:

  • Brigitte GAUTHIER-DARCET - Catherine CORNILLOT
  • Christophe TIRARD - Philippe LEFEBVRE
  • Francis LEGROUT - Jean-François DEROIDE

The commission was asked to give its opinion on the updated valuations of built and unbuilt properties. 8 comments were made by the commission and forwarded to the Service Départemental des Impôts Fonciers.

Other business

Acceptance of SMVOS's tax status

As every year, and following the last SMVOS meeting on March 14, the communes of the syndicate are asked to agree to the taxation of their operating costs.

The SMVOS having specified the total amount of this contribution (€50,123) and the terms of payment (participation tax to the school syndicate via the property tax), the Municipal Council validates the taxation and the Mayor's signature of the related documents.

Restaurant du front de mer name

Following the signing of the precarious occupation agreement on March 7, 2022, Mr BOULANGER and Mrs BOÉ propose the name "Les Voiles" for the waterfront restaurant.

After deliberation, the Municipal Council unanimously approved the proposal.

Elections

With a view to the forthcoming elections, Mrs. LAFOREST, the town hall secretary, informs Council members that she will shortly be sending out the schedule for holding the polling stations.
