Meeting of April 29, 2022

In the year two thousand TWENTY TWO, on the TWENTY NINTH of APRIL, at EIGHTEEN thirty minutes past midnight, the Municipal Council, having been duly convened, met in open session under the chairmanship of Mr Olivier de CONIHOUT, Mayor.

 Adoption of the minutes of the previous meeting

 The minutes of the previous meeting, sent in advance to each member of the Municipal Council, were adopted unanimously, there being no observations.

Choice of companies - Town Hall work

 

The works committee and Mr. BOUDET, architect, met on March 24 to evaluate the proposals made for the various lots for the town hall works.

We have been selected:

The financing plan takes into account requests for subsidies (DETR: 25%, DSIL: 25 % and Département: 25%).

The expenditure is included in the 2022 budget.

After deliberation, the members of the Municipal Council approved the choice of companies and the financing plan, and authorized the Mayor to sign all related documents.

 

Meeting of the Commission Vie Communale

The commission met on Monday April 25.

The Commune's beach zone was discussed at the meeting. Mme DEPREUX indicated the need to draw up one or more by-laws concerning safety on the beach (access, parking, presence of dogs, etc.). It was pointed out that these bylaws already exist, but certainly need updating. They will therefore be drawn up in the near future, taking into account the Commission's comments.

It is also reminded that no by-law can be issued concerning the parking of campers on the plot opposite the communal beach parking lot, as the commune does not own the land.

The possibility of a humorous poster to remind people of good animal waste collection practices is also proposed.

Mr LEGROUT points out that the garbage containers located at the end of Chemin Jean Jacques Rousseau and Allée Albert Roussel, as well as the one on Chemin des Ecloparts, have been removed in agreement with the agglomeration to prevent illegal dumping. An appropriately-sized refuse collection truck is now in service to collect the homes on Allée Albert Roussel.

SAFETY Commission

The Plan Communal de Sauvegarde is currently being updated. Mr. DEROIDE thanks the members of the Council who have contributed to the initial information gathering, and asks for the help of one or two people to finalize the update and begin data entry (167 pages excluding appendices).

Communication Commission

The next Bulletin Communal "Marguerite à la plage" will be published in early June. Articles should be submitted by the end of May.

Reimbursement of expenses - Mrs Christine MOUQUET

Ms MOUQUET presented a bill for expenses of €19.20 for travel to the Watersheds meeting on April 6, 2022.

After deliberation, the Municipal Council unanimously agreed to reimburse the expenses.

 

Communes join SDE76

Following deliberations requesting membership of SDE76 for all :

  • Arques-la Bataille (as of February 24, 2022)
  • Gruchet-le-Valasse (dated 1er December 2021)
  • Eu (as of October 18, 2021)

And of their acceptance by the SDE by deliberation dated February 24, 2022.

Considering that the municipalities :

  • Do not transfer debt or loans to SDE76;
  • That membership is only possible with the agreement of our assembly under the required majority conditions;
  • That this is a membership with transfer of competence to SDE76;
  • That the communes wish to join for the totality of their territories;
  • That the communes wish to transfer to SDE76 the electricity and gas distribution contracts, the fees for the electricity and gas concession contracts, and the fee for occupying the public domain occupied by the electricity network;
  • That the communes of Arques-la-Bataille and Gruchet-le-Valasse transfer the proceeds of the TCCFR from the date of accession, with fiscal effect from 1 January.er january 2024
  • That the commune of Eu does not transfer the TCCFE to SDE76.

The proposed membership of the 3 communes is presented to the Municipal Council. It is proposed to accept their membership.

After deliberation, the Municipal Council accepts the communes' membership of SDE 76.

 

Participation in the Departmental Youth Aid Fund (FAJ)

We have been asked by the Département to participate voluntarily in the FAJ scheme.

1132 applications were submitted in 2021 for 1050 grants (580 in support of integration projects and 470 grants of 1era necessity).

The contribution is proportional to the number of inhabitants and would represent for the commune: 481 hbts X 0.23 € = 110.63 €.

After deliberation, the Municipal Council unanimously agrees to the payment of the FAJ and authorizes the Mayor to sign all related documents.

Cheque cashing

We have received a cheque for €1,811.72 from Groupama insurance, corresponding to 50% of the compensation for damage to the church window.

After deliberation, the Municipal Council unanimously agreed to cash the cheque.

 

Other business

Organizing a concert for July 14th

The Mayor has asked the Cap d'Ailly Association to organize a concert on the seafront on July 14.

It proposes the services of Mr Stefano Maghenzani for a fee of €500.

After deliberation, the Board members unanimously agreed to the organization of the concert and billing by the Association.

 

Soil survey of the eastern flank of the Vasterival valley

Following the estimate drawn up by CEREMA for a soil survey on the eastern flank of the Valleuse (part of the Varengeville-sur-Mer commune), and the refusal of subsidies by the State and the Département, as well as the refusal by the municipal council of the neighboring commune, Mr. Maire indicates that the survey project has been abandoned.

The grant application will be re-submitted in 2023, in order to assess the risks more accurately.

 

Agreement for work on the Valleuse de Vasterival staircase

The commune of Sainte-Marguerite-sur-Mer, having applied for subsidies from the State and the Département, has been designated as the project owner.

The work will be carried out by Valérian, from May 16 to July 8, 2022, under the agreement signed with SML 76.   

The purpose of the agreement with the Commune de Varengeville-sur-Mer is to give each municipality a firm and irrevocable undertaking to pay half of the total cost of the project, including taxes, with the clear understanding that the Commune de Varengeville-sur-Mer will pay the Commune de Sainte-Marguerite-sur-Mer this amount as soon as the funds are called in by the Commune de Sainte-Marguerite-sur-Mer.

Should either of the two communes fail to provide the necessary funding, the defaulting commune will be liable for any default interest due to the contractor for late payment.

The commune of Sainte-Marguerite-sur-Mer has included the following funding in its 2022 budget:

If state and/or departmental subsidies are approved, the amount of the contribution will be reduced, for each commune, by 50% of the amount of the subsidies granted.

After deliberation, the Municipal Council unanimously approves and authorizes the Mayor to sign all related documents.

 

ANEL membership

The Association Nationale des Elus du Littoral (National Association of Coastal Elected Officials) is asking us to join, as last year, for 2022.
(141 €). Mrs Catherine CORNILLOT had been appointed referent.

After deliberation, the members of the Municipal Council unanimously approved the renewal of the membership for 2022 and the retention of Mrs. CORNILLOT as contact person.
