At nineteen p.m. on Twenty-Six April, in the year Two Thousand and Nineteen, the Municipal Council, duly convened, met in public session under the chairmanship of Monsieur Claude FERCHAL, Mayor.

The minutes of the previous meeting, sent in advance to each member of the Municipal Council, were adopted unanimously, there being no observations.

Delegate communications

 

  • Club des communes :

 

Jean-Pierre BOITTOUT attended a meeting of the Club des Communes. At this meeting, the challenges of sustainable development were discussed: they are global, but the answers are local. Each of us, at his or her own level, can play a role: there are no small actions. The multiplication of concrete actions by all citizens, companies and local authorities will enable us to move forward and measure effective progress.

In order to combat climate change, Dieppe-Maritime has drawn up a Climate Profile for its services and assets, and for the Dieppe-Maritime region as a whole, enabling us to assess the most energy-intensive sectors that need to be addressed as a priority. For greenhouse gas (GHG) emissions to be reduced effectively and concretely, all local players - municipalities, businesses and citizens alike - need to get involved and find solutions adapted to the area.

 

 

Maintenance and repair of public lighting systems

 

Monsieur le Maire informs the members of the Municipal Council that the Syndicat Départemental d'Energie de la Seine-Maritime, SDE76, is offering a collective public lighting maintenance service to its member communes for the period from 1 January to 31 December.erMay 2019 to April 30, 2023.

 

He read out the CCTP and CCAP, which set out the services expected of CEGELEC, the company entrusted by SDE76 with carrying out the service.

 

He then read out the agreement to be signed, which sets out, among other things, the indicative annual amount to be paid over four years.

 

 

The Municipal Council, having heard this presentation and after deliberation, unanimously :

 

  • ADHERES to the public lighting maintenance contract proposed by SDE76
  • ADOPTS the agreement
  • AUTHORIZES the Mayor to sign the agreement
  • INSCRIBES expenses to the annual budget
  • UNDERTAKES to pay the expenses to SDE76 for 4 years, each year in accordance with the agreement
  • PAY SDE76 an annual contribution of €1 per luminous household and control cabinet for the operation of the public lighting maintenance service.

 

Communauté d'Agglomération Dieppe-Maritime: Transfer of Digital Planning Competence (Article L.1425-1 of the CGCT) and Membership of the Syndicat Mixte Seine-Maritime Numérique (SMN)

 

VU :

 

  • Article L1425-1 of the Code Général des Collectivités territoriales ;
  • Law 2004-575 of June 21, 2004 on confidence in the digital economy enables local authorities and their groupings to establish and operate electronic telecommunications infrastructures and networks on their territory, and to make them available to independent operators or network users;
  • The deliberation of the Communauté d'Agglomération Dieppe-Maritime n° 27-09-18/17 dated September 27, 2018, relating to the competence digital development ;
  • The letter dated April 3, 2019 in which the Dieppe-Maritime Agglomeration Community proposes to the municipality a transfer of digital development competence and to deliberate in this sense;

 

CONSIDERING :

 

  • The need to transfer competence for digital development, as stipulated in article L.1425-1 of the Code Général des Collectivités Territoriales, so that the Communauté d'Agglomération Dieppe-Maritime can join the Syndicat Mixte Seine-Maritime Numérique;
  • Dieppe-Maritime's interest in joining the Syndicat Mixte Seine-Maritime Numérique in order to benefit from support in the overall monitoring of THD (Very High Speed Broadband) deployment operations.

 

The Municipal Council, having deliberated, unanimously :

 

  • DECIDES to transfer responsibility for digital development to the Dieppe-Maritime Conurbation Community (Communauté d'Agglomération Dieppe-Maritime)
  • INSTRUCTS the Mayor to take all necessary measures to implement this decision.

           

Purchase of a KAAZ brushcutter

 

The Mayor informs the Assembly that the brushcutter is showing obvious signs of wear. It seems essential to replace it for safety reasons. Garage du Poinçon has quoted for a KAAZ VR540ME brushcutter at €632.50 excluding VAT.

 

The Municipal Council, after deliberation, unanimously :

 

  • DECIDES to purchase a KAAZ brushcutter for €632.50 excluding VAT.
  • GIVES full powers to the Mayor to sign all documents required to complete this operation.

 

Purchase of a wheeled brushcutter

 

Following the non-renewal of the ESTRAN agreement for the maintenance of the communal paths, the Mayor explains to the members of the Municipal Council that the communal agents carry out this maintenance and that it is necessary to improve the working conditions of these agents. The Mayor proposes the purchase of a wheeled brushcutter.

 

Garage du Poinçon has submitted a quotation for a DL65 wheeled brushcutter with a HONDA GXV340-OHV engine for a total cost (excluding VAT) of €2,579.17.

 

The Municipal Council, having deliberated, unanimously :

 

  • APPROVES the purchase of a DL 65 wheeled brushcutter
  • AUTHORIZES the Mayor to sign all documents required to implement this resolution.

 

 

There being no further business, Mayor Claude FERCHAL thanks all those present and adjourns the meeting at 8pm.
